Housing Equity in Cleveland

The vision of Cleveland 2030: A Housing Equity Plan is to:
  • Ensure that all Clevelanders—renters, homeowners, and those who are unhoused—have access to a safe, healthy, and affordable home in a vibrant neighborhood
  • Tackle the racial and geographic divides that define the Cleveland housing market
  • Promote growth that lifts up individuals and communities that have been excluded from housing opportunity, including the opportunity to participate in housing design and development
  • Support Clevelanders who want to remain in their homes, and attract new residents to the city

About the Plan

The year-long planning process launched in July 2020 and concluded in September 2021. The process has engaged a broad coalition of stakeholders and residents through working groups, interviews, surveys, and more. It is overseen by the City of Cleveland and an Advisory Committee made up of city officials, for- and non-profit developers, housing service providers, funders, and residents.

The HUD five-year action plan, submitted in Summer 2021, provided an ideal opportunity to assess whether Cleveland is deploying federal funds for housing and community development in a way that serves the fundamental needs of our community. This Plan will inform our investment strategy going forward.

Community Engagement

Subject Matter Working Groups
  • Subject Matter Working Groups tackle individual plan topics and draft recommendations
  • Each group includes both key stakeholders and residents
March - June​

Synthesizing Recommendations
  • 1-2 members of each Subject Matter Working Group meets to reconcile recommendations
  • This group also drafts key action steps
July - September

Listening Sessions and Plan Release
  • Public meeting to gather feedback on preliminary recommendations
  • Presentations to key groups
  • Plan is released
