A Ten-Year Housing
​and Investment Plan

The goal of the Ten-Year Housing and Investment Plan is to foster a robust housing market that will ensure everyone has access to a decent home, provide a full range of housing choices for existing residents, and attract new residents to Cleveland's neighborhoods. It will create a blueprint for programs, policies, and investment tools to achieve this goal.

About the Plan

The year-long planning process launched in July 2020 and will continue through July 2021. The process will engage a broad coalition of stakeholders and residents through working groups, interviews, surveys, and more. It is overseen by the City of Cleveland and an Advisory Committee made up of city officials, for- and non-profit developers, housing service providers, funders, and residents.

The HUD five-year action plan, due in Summer 2021, provides the ideal opportunity to assess whether Cleveland is deploying federal funds for housing and community development in a way that serves the fundamental needs of our community. This Plan will inform our investment strategy going forward.

Subject Matter Working Groups
  • Subject Matter Working Groups tackle individual plan topics and draft recommendations
  • Each group includes both key stakeholders and residents
March - April​

Synthesizing Recommendations
  • 1-2 members of each Subject Matter Working Group meets to reconcile recommendations
  • This group also drafts key action steps
May - July

Listening Sessions and Plan Release
  • Series of public meetings to gather feedback on preliminary recommendations
  • Presentations to key groups
  • Plan is released




A note about COVID-19


To protect the safety of our residents, all public engagement will be conducted virtually until it is safe to meet in person. However, we will work hard to make sure that everyone's voice is heard and that we have as rich a conversation as possible. ​​Developing an equitable and inclusive housing plan has never been more important.
